The Five-Five Constitutional Draft was announced by the national government on May 5 of 1936. A National Congress Conference had been planned to start on November 12 of 1936 to formulate the formal Constitution and to carry out Constitutional government on the basis of the Five-Five Constitutional Draft. However, the election of the Assembly members from all provinces failed to be conducted in time. On July 7 of 1937, the Lu Gou Qiao Bridge Event occurred and the Japanese warlord advanced their invasion to undermine our Constitutional government. In order to defend our country and fight against the Japanese invaders with all our might, the National Assembly was cancelled and the Constitution drafting work was stopped for the time being. During the war against Japanese, the government still bore the practice of Constitutional government in mind and established the Political Participation Council of Nationals in April 1938 to be an organization for the public opinions in the wartime. The Political Participation Council of Nationals set up Constitutional Government Development Council to make research on the amendments of the Constitutional Draft. The Constitutional Government Assisting Council was established in 1942 to discuss the amendments of the Constitution. In September 1945, the war against Japanese came to a successful conclusion and the nation reclaimed its territory. The government had planned to convene a National Assembly to draw up the Constitution in October. However, because the war had just ceased and the nation had not recovered, the Assembly failed to start in time when the communist party, which had developed stronger, showed its discontent to the quota of representatives and the Constitution draft. In order to promote unity and restoration, the government adopted a method of ?Political Consultation? on January 10 of 1946. The Political Consultative Conference of 21 days was held in the alternate capital Chongqin to make corresponding resolutions upon the subjects such as ?Government Structure?, ?Administrative Programme?, ?National Assembly? and ?Constitutional Draft?. Thirty-eight people attended the conference, including prominent people from the society and representatives from political parties such as the Kuomintang, the Democratic League, the Youth Party and the Communist Party.
