According to the stipulation of Article 1.1 of the Constitutional Amendment of the Republic of China: <Assembly members should be elected according to the stipulations listed on the left. It is not restricted by the 26th and the 135th items in the Constitution :

1.	In free regions, two members shall be elected for every city and county directly under jurisdiction. But for places with a population of more than 100 thousand, one member is added for every 100 thousand people.
2.	In free regions, indigenous people living in plains and mountainous regions each can have three members.
3.	20 members for emigrants.
4.	80 members throughout the state with no regional division.>

According to the stipulation of Article 1.1 in the Constitutional Amendment of the Republic of China announced by the President on the 25th of April, 2000: the number of National Assembly members is 300. When the Constitutional Amendments or Territory is put forward by the Legislation Institute, after 6 months' pronunciamento; or when impeachment of the President and the Vice President is forwarded, proportional representation should be applied to elect the members without abiding by the restrictions of the 26th, 28th and the 135th items of the Constitution. The proportional representation election measure is determined by law.
